                    Amendment C207 Arden-Macaulay Heritage Review

                    Planning Scheme Amendment C207 Arden-Macaulay Heritage Review is one step in implementing the Arden-Macaulay Structure Plan 2012.

                    About the amendment

                    The Arden-Macaulay Structure Plan was endorsed by Council’s Future Melbourne Planning Committee on 7 February 2012. A review of local heritage is one action outlined in the plan.

                    The Arden-Macaulay Heritage Review 2012 is an independent assessment of the heritage significance of buildings and precincts in the Structure Plan area, and makes recommendations for planning scheme heritage controls. Amendment C207 is generally based on the review’s recommendations.

                      Amendment C207 implements many of the findings of the review by changing the Melbourne Planning Scheme to:

                      • introduce new individual heritage overlays and heritage precincts
                      • remove individual places from the heritage overlay
                      • modify existing heritage overlays (such as adding or deleting properties from a precinct)
                      • change the existing heritage grading of places.

                      The Planning Panel report was released in January 2014. Council reviewed and accepted the majority of the recommendations made by the panel. View the 6 May 2014 Future Melbourne (Planning) Committee report for recommendations and the Planning Panel report.

                      Current status

                      The Minister for Planning gazetted the approval of the amendment on 14 July 2016.

                      Public consultation

                      ​Planning Scheme Amendment C207 Arden-Macaulay Heritage Review was publicly exhibited from 9 May to 20 June 2013. In response to the exhibition, Council received 22 submissions.

                      The Future Melbourne Committee resolved to appoint an Independent Planning Panel to review the planning scheme amendment and make recommendations to Council and the Minister for Planning. A panel hearing was held between 18 and 22 November 2013. All submitters were provided an opportunity to present to the Planning Panel. The appointed panel members were Jenny Moles (Chair) and Ray Tonkin.
