                    Code of Practice for Building, Construction and Works

                    If you plan to do construction or building work, you must ensure the safety and comfort of the public. How you should do this is set out in the City of Melbourne Code of Practice for Building, Construction and Works. 

                    What the Code covers  

                    The Code regulates the conduct of all works that affect public space.  

                    It ensures the safety and amenity of our community and the protection of municipal assets.  

                    Information includes but is not limited to:  

                    • Construction Management Plans (CMPs)
                    • Construction Traffic Impact Assessments (CTIAs)
                    • stakeholder engagement
                    • controls on noise, vibration, dust and water
                    • use of cranes, hoists and mobile plant
                    • public precautions – hoardings, gantries and scaffolds
                    • demolition
                    • excavation
                    • vehicle crossings
                    • use of skips, bins and containers.

                    The Code and the law

                    Our Activities Local Law 2019 aims to improve the safety and amenity of the municipality. It serves to minimise risks, disruptions and nuisances caused by building and works activities. 

                    The requirements set out in the Code have been put in place to help achieve this aim.

                    Developing the Code

                    The Code was developed over a two-year period of review and consultation. You can read more about how we reviewed the Code on Participate Melbourne. 

                    The Future Melbourne Committee of Council adopted the Code on 15 February 2022. 

                    The Code took effect when we published a notice in the Victorian Government Gazette (PDF 2.6 MB) on 17 March 2022.
