Procurement policy

Our Procurement policy outlines how we approach all of our purchasing activities regardless of size and scope.

Procurement Principles

When we buy in goods, services and works we are guided by best practice procurement principles, irrespective of the value and complexity of that procurement which are;

  • value for money
  • sustainability (social, economic and environmental)
  • open and fair competition
  • accountability
  • risk management
  • probity and transparency
  • local economic benefits.

Value thresholds and approach

Our approach to the market depends on the amount we are spending:

If the spend is under $2000, we seek 1 informal quote from the market.

When our spend is between $2,000 and $50,000 (ex GST) we go out to market and seek a minimum of two quotes.

When our spend is between $50,000 and $250,000 (ex GST) we go out to market and seek a minimum of three quotes.

For our larger purchases over $250,000 (ex GST) we go out to market with a full tender or Expression of Interest.

​Supplier Code of Conduct

We view our suppliers as partners and care about the way business is conducted when providing goods, services or works to our community.

Minimum expectations

Suppliers are expected to act with integrity in their business activities, including relationships, practices, sourcing and operations.

Suppliers are expected to be ethical in their business activities, including relationships, practices, sourcing and operations.

All business activities should be undertaken with impartiality and any conflict of interest should be raised and managed.

Suppliers should not offer personnel gifts or benefits or take any action in order to entice or obtain any unfair or improper advantage.

Suppliers are expected to maintain sound administration processes, risk and corrective action systems, as a key to a reliable supply chain for the Council.

Suppliers are expected to provide a fair and ethical workplace, which upholds high standards of human rights and integrates appropriate labour and human rights policies and practices into its business.

Suppliers are expected to provide a healthy and safe work environment and integrate sound health and safety management practices into its business.

Suppliers are expected to minimise the environmental impact of their operations and maintain environmentally responsible policies and practices.
