                    The City of Melbourne has a number of policies and protocols in place to guide the governance, management and integrity of its actions.
                    • 10-Year Financial Plan

                      At the City of Melbourne we have ambitious plans to drive economic recovery, embolden our city following the impacts of COVID-19 and make ours an economy fit for a bright future.
                    • Asset Plan 2021-31

                      The Adoption of Asset Plan 2021-31 was approved by Council on Tuesday 26 October 2021.
                    • Chief Executive Officer Employment and Remuneration Policy

                      The CEO Employment and Remuneration Policy outlines the recruitment and appointment process for the CEO, monitoring and annual review of the CEO's performance and remuneration and the provision of independent professional advice as required under the Local Government Act 2020.
                    • Code of Conduct and Protocol

                      The Local Government Act 2020 (the Act) requires councils to develop and approve a Councillor Code of Conduct within four months after each general election. A council may choose to amend the Councillor Code of Conduct any time during its term.
                    • Community Engagement Policy

                      The Community Engagement Policy outlines the City of Melbourne’s commitment and approach to community engagement practice.
                    • Complaint Resolution Policy

                      The City of Melbourne values your feedback. If your experience with City of Melbourne didn’t meet your expectations, please take the time to let us know. We use complaints data to inform future improvements to our services.
                    • Councillor Gift Policy

                      The purpose of this policy is to provide guidance to councillors on the types of gifts, benefits and hospitality that can be accepted or those that must be declined.
                    • Customer Service Charter

                    • Delegation Policy for Planning Applications

                      On 28 March 2023 the Melbourne City Council updated the Delegation Policy for Planning Applications to improve transparency, efficiency and provide more rigour.
                    • Delegations Policy

                      ​Delegation is an integral element of an efficient administrative process. It is essential for the Council to make a clear and precise policy and for Council staff to have the ability to make day to day decisions in accordance with that policy.
                    • Election Period Policy (Caretaker Policy)

                      On 25 August 2020, the Melbourne City Council adopted the Governance Rules that include the Election Election Period Policy (Caretaker Policy).
                    • Financial Sustainability Policy

                      The Financial Sustainability Policy provides parameters for Council to operate in a financially sustainable manner whilst providing stability and predictability in the financial impact on the municipal community.
                    • Gender Equality Action Plan 2022–25

                      City of Melbourne’s Gender Equality Action Plan 2022-25 is our plan for continuing to embed gender equality in the workplace. The plan outlines key strategies and activities to support our commitment to being a leading organisation.
                    • Gender equality statement of commitment

                      Melbourne City Council commits to ensuring that everyone in the Melbourne municipality, regardless of their gender identity have access to equal power, resources and opportunities, and are treated with dignity, respect and fairness.
                    • Governance Rules

                      In accordance with the Local Government Act 2020, Council is required to have Governance Rules to govern the conduct of Council meetings and meetings of any delegated committee the Council may establish.
