                    City of Melbourne’s role in West Gate Tunnel

                    The West Gate Tunnel is a Victorian Government road project that will provide an alternative to the West Gate Bridge and will be open in 2022.

                    The City of Melbourne has been working with the West Gate Tunnel Authority (formerly the Western Distributor Authority) and Transurban on the delivery of the project, to try and maximise positive outcomes from the project. The Port to City section of the project is within the City of Melbourne.

                    City of Melbourne’s submission to the EES

                    In 2017 the West Gate Tunnel Project was assessed through an Environment Effects Statement (EES) process. An EES is an integrated assessment of the potential environmental, social, economic and planning aspects of the project, and the approach to managing impacts.

                    On Tuesday 4 July 2017, Council endorsed City of Melbourne’s written submission to the Environment Effects Statement.

                    The Minster for Planning released his EES assessment in December 2017, paving way for major construction to start in early January 2018. 

                    Planning Scheme Amendment GC93

                    The West Gate Tunnel Project requires a number of key approvals under Victorian legislation, including a Planning Scheme Amendment (PSA), Works Approval and Cultural Heritage Management Plan. Find out more at West Gate Tunnel Project​.

                    Footscray Road site establishment 

                    The main construction compound in the Port to City precinct is located at the former Melbourne Market site on Footscray Road. It will be supported by smaller compounds in the surrounding area, including in E-Gate and near the Maribyrnong River.

                    Maribyrnong River bridge

                    A bridge over the Maribyrnong River will connect the tunnels with an elevated road above Footscray Road, due to open in 2021. 

                    Elevated roadway

                    The elevated roadway will run above the centre of Footscray Road, connecting to new tunnels, CityLink, the port and the city. 

                    Cycling upgrades 

                    A 2.5km veloway (a cycling highway from Footscray to Docklands) and a shared user path will be built to make trips quicker and safer for cyclists.
