We work together with our suppliers to deliver a large variety of goods, services, facilities and infrastructure for the local community. For goods, services and works valued under $250,000 we invite suppliers to quote for work.

Quotation process

  1. City of Melbourne invites suppliers to provide a quote for goods, services or works in COMBUY.
  2. Supplier reviews the quotation terms and conditions and confirms they would like to provide a quotation. If suppliers require further information or clarification, they can submit questions to the Council point of contact as detailed in the quotation documents.
  3. Supplier fills in all the requested requirements.
  4. Supplier submits their quote for the City of Melbourne to evaluate (late tenders are not accepted). The total size of the combined documents must not exceed 40 files and 128 MB.
  5. City of Melbourne notifies supplier of the outcome.
  6. The successful supplier receives a purchase order and commences the contract.

Any supplier who canvasses or contacts a councillor about open work may have their submission disqualified by the City of Melbourne.

COMBUY

We are improving the way we engage with suppliers to provide quotes for goods, service and works valued under $250,000 (exc GST) by moving away from manual processes and going digital with a system called COMBUY (powered by Zycus).

  • COMBUY is our source to contract system for goods, services and works
  • Suppliers need to be registered with COMBUY to be able to quote for business

As City of Melbourne’s official procurement system, all CoM suppliers must register on COMBUY to receive quote requests. This applies to quotes valued between $2,000 to $250,000. If you are part of a panel or you are approached to participate in a tender, you do not need to use COMBUY.

  • Complete the registration details on the right-hand side of the screen. 
  • Ensure you register using your primary business email. 
  • Complete your profile including Company details, Address, Sustainable Procurement, Categorisation, Financial, Insurance and Compliance.

Yes, it is important to answer all questions to ensure that you meet the requirements. Failure to do so may result in a negative evaluation of your submission. 

Yes, if you do not use the same login and password you will not be able to respond to the request for quotation. 

Please let your buyer know and they can arrange on your behalf.
