West Gate Tunnel Project

The West Gate Tunnel is a Victorian Government major road project, being delivered in partnership with Transurban. Major Roads Projects Victoria is the government body responsible for the management and delivery of the project.

The project includes new tunnels under Yarraville, the widening of the West Gate Freeway, new bridges across the Maribyrnong River, an elevated freeway connecting to CityLink, the Port of Melbourne, Footscray Road, Dynon Road and Wurundjeri Way and the widening and extension of Wurundjeri Way. The Port to City section of the project is within the City of Melbourne.  

The project is due for completion by end 2025.

City of Melbourne’s role in West Gate Tunnel

The City of Melbourne has been working with Major Roads Projects Victoria on the delivery of the project, to coordinate and manage impacts and maximise positive outcomes from the project.

City of Melbourne’s submission to the Environmental Effects Statement

In 2017 the West Gate Tunnel Project was assessed through an Environment Effects Statement (EES) process. An EES is an integrated assessment of the potential environmental, social, economic and planning aspects of the project, and the approach to managing impacts.

On Tuesday 4 July 2017, Council endorsed City of Melbourne’s written submission to the Environment Effects Statement.

The Minster for Planning released his EES assessment in December 2017, paving way for major construction to start in early January 2018.

Planning Scheme Amendment GC93

The West Gate Tunnel Project required several key approvals under Victorian legislation, including a Planning Scheme Amendment (PSA).  The planning scheme amendment included approval of Development and Urban Design Plans and Environmental Performance Requirements (EPR’s). EPR’s set standards for the project to mitigate any adverse local effects of the project on people and the environment.
