Macaulay Structure Plan 2021

Macaulay is an urban renewal area in the northwest of the central city which incorporates parts of Kensington and North Melbourne. Macaulay will transition into a mixed use, mid-rise neighbourhood with a distinct inner urban character.

The Macaulay Structure Plan 2021Opens in new tab sets the vision for the 90-hectare Macaulay precinct, which is designed to be a thriving home and workplace for our growing community.  

Planning Scheme Amendment C417 has been prepared by the City of Melbourne, implementing the land use and built form objectives of the Macaulay Structure Plan 2021. The proposed Amendment was considered by Future Melbourne Committee on June 14 2022. The final structure plan was endorsed by Future Melbourne Committee on Tuesday 9 November 2021. It has been informed by feedback during two phases of consultation on the 2019 Discussion Paper (PDF 15.18 MB)Opens in new tab and 2020 Draft Structure Plan (PDF 16.9 MB)Opens in new tab.  

Following on from the Arden-Macaulay Structure Plan 2012, the Macaulay Structure Plan 2021 incorporates improved approaches to managing land use, density and built form, and reflects revised population forecasts, new approaches to flood mitigation and the construction of the Metro Tunnel.

  • In line with community feedback, the Macaulay Structure Plan 2021 seeks to provide:
  • greater certainty about development in the area  
  • a mix of homes, local businesses and community facilities that keep pace with a growing population
  • well-connected streets that encourage walking and cycling
  • more open space and green streets
  • a climate ready precinct.
