                    Arden urban renewal precinct

                    Arden is an urban renewal precinct in North Melbourne. Located around the Metro Tunnel’s new Arden Station, Arden will be an employment and transport precinct and a new neighbourhood for Melbourne’s inner north-west.

                    ​It aspires to accommodate approximately 34,000 jobs and be home to around 15,000 residents.

                    The Arden precinct which consists of approximately 45 hectares of largely industrial lots is located between Macaulay Road, the Upfield rail line, Moonee Ponds Creek and Dryburgh Street in North Melbourne. Arden is forecast to experience significant change over the next 15 to 30 years. 

                    Planning for Arden was led by the Victorian Planning Authority in consultation with the City of Melbourne.

                    The delivery of Arden will be led by the Department of Transport and Planning. Development Victoria has been engaged by the Department of Transport and Planning to deliver the renewal of the Arden precinct, overseeing its transformation into a globally recognised destination for innovation and industry collaboration.

                    The Arden-Macaulay Structure Plan 2012 identified urban renewal areas in and around North Melbourne, which were later separated into two distinct precincts, Arden and Macaulay.

                    In 2016, we asked what you wanted to see in this future precinct. Your feedback helped shape the Arden Vision, a guiding document that sets out the priorities for Arden’s development. The Arden Structure Plan aims to bring that vision to life.

                    A draft structure plan for Arden was shared for public consultation in July 2020 which outlined a thriving neighbourhood featuring vibrant streets and open spaces, new community facilities, innovative water management and well-designed buildings to live and work in. Feedback received from the community was used to inform the final Arden Structure Plan.

                    Amendment C407 to the Melbourne Planning Scheme, which includes the Arden Structure Plan, sets out the objectives, strategies, spatial layout and planning framework that will guide the precinct’s development over the next 30 years. It establishes the framework for delivering new buildings, parks, street networks and infrastructure over time. 

                    Arden Structure Plan and Planning Scheme Amendment C407melb to the Melbourne Planning Scheme​

                    The Arden Structure Plan and Planning Scheme Amendment C407 was approved by the Minister for Planning and gazetted on 28 July 2022. 

                    Amendment C407melb to the Melbourne Planning Scheme implements the Arden Structure Plan, July 2022 and Development Contributions Plan, July 2022 by introducing new planning controls into the Melbourne Planning Scheme including Development Contributions Plan Overlay 3 (DCPO3). 

                    Development Contributions Plan Overlay 3 (DCPO3) 

                    DCPO3 applies to the Arden Structure Plan area and is the planning mechanism under which development contributions are collected.

                    DCPO3 imposes a levy to secure funding for a range of infrastructure throughout the Arden Precinct. This infrastructure is detailed in the Development Contributions Plan (DCP) and includes, new roads and intersections, improvements to Council roads, public realm enhancements, drainage works and community facilities. The DCP provides an avenue for new development to contribute to the infrastructure it requires, unlocking capacity and facilitating development.

                    Note: The Development Infrastructure Levies (DIL) will be adjusted by the collecting agency (City of Melbourne) annually on 1 July each year for inflation. The levies for construction projects will be adjusted in line with the Australian Bureau of Statistics Producer Price Indexes, March to March quarters. Land values will be adjusted following a revaluation by a registered valuer of properties for land required by the DCP. 

                    The Community Infrastructure Levy (CIL) will be adjusted by the State Government (Department of Transport and Planning) annually on 1 July each year for inflation. The capped community infrastructure levy will be adjusted in line with the Australian Bureau of Statistics Producer Price Indexes, March to March quarters.
