Pensioner concessions

To be eligible for a pension concession, a ratepayer must live at the property and hold a valid concession card. Unemployment benefits and health care cards do not qualify.

Eligible cards

  • Pensioner concession card
  • Repatriation Health Card – War widow and TPI only 
  • Veteran Affairs Gold Card - Extreme Disablement Adjustment (EDA) or Prisoners of War (POW) Gold Card.

Ineligible cards

  • Repatriation Health Cards except for War widow and TPI
  • Seniors card
  • Commonwealth Seniors card
  • Centrelink Health Care card.

How much is the pensioner concession?

For 2024-2025 the State Government rebate is 50% of the current year rates to a maximum of $259.50. Council grants an additional 25% to a maximum of $259.50. State Revenue Office also grants a $50 rebate on the Fire Services Levy. In most cases this relates to a reduction of $560.

Under privacy laws a photocopy of the concession card is not required if applying in person. The City of Melbourne requires that the card is witnessed by the employee receiving the application over the counter. When the card is confirmed to be eligible, the application form must be signed by the staff member at the bottom of the form.
