Master Plan consultation

To develop the Master Plan we engaged with over 7500 traders, customers, residents and the broader community.

​The Master Plan was endorsed by Council in July 2015 and an Implementation Framework has also been endorsed. This framework will guide the staging of key renewal projects. 

While the projects in this Implementation Framework​ have been confirmed following extensive trader and community consultation, there will be more opportunities to help shape some exciting aspects of the market renewal program. 

We will continue to communicate and involve traders in the market renewal program in coming years to achieve the best outcomes for the market precinct while considering their needs and views.

Previous phases of community and trader engagement 

Three formal phases of community engagement have taken place, both face to face and online via Participate Melbourne​

Phase one – November 2013 

This phase sought to: 

  • introduce the concept of renewal 
  • discover the elements of the market that people most valued 
  • identify the aspects of QVM that needed to be improved and protected in the future. 

Phase two – April to May 2014 

This phase introduced renewal concepts under the six key themes of heritage, open space, car parking, access, attractions and activities and retail, hospitality and services which helped shape a draft master plan. 

Phase three – March 2015 

​This phase introduced and sought feedback on the draft Master Plan. ​​​​
