                    Use this form to lodge an objection to a planning permit application, where City of Melbourne is the decision maker.

                    You cannot use this form to object to Ministerial applications.

                    When can I lodge an objection?

                    You can lodge an objection any time after the application has been lodged with City of Melbourne and before a decision is made on the application. 

                    To ensure your objection is not made after our decision, you're encouraged to lodge your submission by the date shown on this website, the notice, the advertising sign displayed, or the newspaper notice. 

                    We will consider all submissions we receive before a decision is made.

                    What happens after lodging an objection?

                    Once you lodge an objection, we'll send you acknowledgment that we received it.

                    A planning officer will consider valid objections as part of the application assessment. City of Melbourne must take all objections into consideration before making a decision.

                    If City of Melbourne decides to grant the permit and third-party notice and appeal rights are applicable, we’ll send you a Notice of Decision to Grant a Permit (NOD). If you objected, you will have 28 days to lodge an application for review with the Victorian Civil and Administrative Tribunal (VCAT). If no objectors request a review with VCAT, we'll issue the planning permit. For information about current planning permit applications, visit our planning permits register.

                    Please note, copies of objections are public documents. The applicant, Councillors and VCAT or other interested parties may view them to help inform the decision as part of the planning process.

                    Objecting to a Planning Permit:

                    City of Melbourne is committed to protecting your privacy. The personal information requested on this form is being collected by City of Melbourne in accordance with the Planning and Environment Act 1987

                    The personal information requested on this form is being collected by Council to assist Council in the registration of your objection and assessment of the issues that you have raised. The personal information will be used solely by Council for that primary purpose or directly related purposes. Council may disclose this information to the applicant and their representatives, neighbouring property owners and/or occupiers and any other parties who may have an interest in the application. If you included any personal or identifying information about another person in your submission, please ensure you have informed that person you provided their information to City of Melbourne.

                    Council must make a copy of this objection available for any person to inspect free of charge under Section 57(5) of the Act. If you fail to provide this information the City of Melbourne will not be able to advise you of any consultation or decision making forums or the decision regarding this matter, but you may access this information by contacting the Council. The person(s) objecting understands that the personal information provided is for the registration of their objection and the processing and assessment of a planning application. If you object the Council must consider the objection unless you withdraw it. 

                    The personal information you provide in this submission will be hosted in Victoria and New South Wales (NSW). While NSW does have privacy protections in place, Council does not make assertions as to whether those protections are similar to those available to you in Victoria, under the Privacy and Data Protection Act 2014

                    Objections process

                    When can I lodge an objection?

                    Objections can be lodged at any time before a decision is made, however most objections are lodged during the advertising period.

                    How do I lodge an objection?

                    Objections must be lodged in writing. Please use the below form, where possible.

                    All objections must include:

                    • your name and address
                    • your reason for the objection including a description of how you believe the proposal will affect you.

                    Please email your objection to planning@melbourne.vic.gov.au or send it to Planning Department, City of Melbourne, PO Box 1603, Melbourne VIC 3001.

                    Your objection is collected by the City of Melbourne for the purposes of the planning process, as set out in the Planning and Environment Act 1987.

                    Please note: Application numbers that have a TPM or TPD prefix in the title are the responsibility of the Minister for Planning – these must be sent to the Minister at the Department of Environment, Land, Water and Planning (DELWP). Please do not use the City of Melbourne objection form to object to Ministerial applications.                     What happens after I lodge an objection?

                    You will receive written acknowledgment that your submission has been received by the City of Melbourne.

                    Valid submissions and objections will be considered as part of the assessment of the application by the planning officer.

                    The City of Melbourne must take all submissions and objections into consideration before making a decision. However, only concerns which relate to relevant planning considerations can be considered. For example, financial detriment or devaluation of property is not within the scope of matters that can be considered in the assessment of a planning permit under the provisions of the Planning and Environment Act 1987.

                    If the City of Melbourne decides to grant the permit, you will be sent a Notice of Decision to Grant a Permit (NOD). As an objector you will have 21 days to lodge an application for review with the Victorian Civil and Administrative Tribunal (VCAT). If no objectors lodge a review with VCAT during this time, the planning permit will be issued.

                    Please note: An objection is a public document. Copies may be made available to other parties including the applicant, councillors and the Victorian Civil and Administrative Tribunal (VCAT).
