Community Infrastructure Development Framework

The City of Melbourne needs a robust framework based on evidence, research and best practice to guide decisions on how it will fund and deliver future community infrastructure projects.

Our Community Infrastructure Development Framework has been developed to ensure the municipality’s growth areas have adequate community infrastructure that is distributed equitably, efficiently and effectively.

The framework examines the roles and responsibilities for planning and delivering community infrastructure and the principles on which the City of Melbourne can base future decisions about community infrastructure.

Most importantly, the framework explores innovative approaches to funding mechanisms and models, including opportunities to partner with government, community organisations or developers to meet future demand for community services and infrastructure.
