                    Carlton Access and Parking Strategy

                    The Carlton Access and Parking Strategy outlines parking management in Carlton. It was designed to free up spaces for residents and increase turnover of car spaces for visitors.

                    ​​​While this document is likely to be updated in the future, it remains relevant today as it forms the basis for the current parking permit eligibility criteria as it applies to the Carlton area.

                    Recommendations of the strategy included:

                    • establishing car sharing options
                    • amending the planning scheme so that new residential developments will not have access to Residential Parking Priority (existing residents or new dwellings that do not increase residential density will not be affected)
                    • installing parking meters for non-permit holders in high-use and residential areas where on-street parking occupancy is between 90 and 100 per cent
                    • working with local car park operators to ensure increased demand is met
                    • improving bicycle parking facilities
                    • gradually introducing line markings to delineate parking bays.
