                    Building safety and compliance

City of Melbourne's building surveyors and inspectors ensure compliance with building and related legislation and regulations. This ensures we meet our statutory obligations and provide a safe built environment.

                    Your responsibilities

                    Builders and developers

                    In this section

                    • Lodgement of building permits and documentation

The lodgement of a Section 80 notification and Section 30 documentation must be submitted to Council by the relevant building surveyor (RBS) within 7 days of appointment and a building permit being issued.
                    • Public precautions, report and consent (reg. 116)

If you want to conduct building works that may be a hazard to the public, you must take protective measures. These measures are called public precautions.
                    • Respond to a building notice or order

If you get a building notice or order, works on your property are considered unsafe or illegal. This includes work without a permit, or without the right type of permit. If you don’t respond to a building notice in time you will be given a building order.
                    • Respond to a building infringement

If you get a building infringement notice, you have been found in breach of local law. You can choose to pay the fine by the due date, ask for an extension of time to pay, or request a review.
                    • Report a building safety or planning issue

If you are aware of a building safety issue, you should report it. You can also report if you believe planning controls are in breach. This includes if you think work is being done without a permit.
                    • Register a swimming pool or spa

If you own land where there is a swimming pool or spa, you must register it. Once your pool is registered, it must be inspected every four years. Laws to improve swimming pool and spa safety came into effect in Victoria on 1 December 2019.
                    • Erect a temporary structure for a public event

If you are planning to erect a temporary structure for a public event, you may need a permit. This is a temporary siting approval permit.
                    • Place of Public Entertainment Occupancy Permit (POPE-OP)

If you want to hold an event over an area of more than 500 m2, you need a special permit. This is an occupancy permit for a place of public entertainment.
