                    City Road works

                    Due to the significant size and complexity of the proposed works and wide range of stakeholders involved, the implementation of the City Road Master Plan actions will be staged and budgeted for over a number of years.

                    ​Some actions are in planning stages, some involve ongoing advocacy work for delivery through other authorities, and others are in the delivery phase or have been completed.

                    Action 2: Reimagine Kings Way undercroft as a community space

                    Action 2 proposes improvements to the safety and amenity of the Kings Way undercroft area to allow for greater access and use by the community. The proposed improvements will deliver the following benefits to significantly improve the use of the Northern Undercroft and Southern Undercroft as well as City Road Park:

                    • New open space
                    • Water sensitive urban design
                    • Public transport access upgrades
                    • New street trees and planting
                    • High quality street materials, furniture and lighting. 

                    Southern Undercroft dog park and skate space 

                    A key finding from the community engagement process undertaken as part of the Boyd Park project was that the area was lacking appropriate spaces for local residents living in apartments to take their dogs for exercise and play.

                    The upgrades are located across two spaces either side of an existing tram stop, in the undercroft space across the road from Boyd Park. The project aims to improve the amenity of the site and provide valuable spaces for the community.

                    The western side, along Moray Street, has been developed into a fully fenced dog off leash area, complete with a custom dog drinking fountain, furniture for dogs and dog owners to enjoy, new lighting, new trees and garden bed areas, and a new footpath providing direct access to the tram stop.

                    Construction of the dog park commenced in May 2021 and was completed in early 2022.

                    The eastern side, along Hannah Street, includes new walls and repaved surfaces suitable for skating, street furniture and new lighting. We are awaiting final approval from the Department of Transport for a new pedestrian crossing and signals between Boyd Park and the dog park.

A tram stop runs down the middle, with the off-leash dog park on the western side (bordered by Moray Street) and a skate space on the eastern side of the tram stop. Boyd Park and Boyd Community Hub is opposite.

                      Northern Undercroft and City Road Park

                      The Northern Undercroft and City Road Park project proposes a new community space in the undercroft under the Kings Way overpass on the northern side of City Road. The space will include areas for recreational activities, art installations and safety improvements. It will also include an uplift of City Road Park with more plants, new street furniture and a welcoming place to rest.  

                      Community engagement for the project is now open. You're invited to share feedback about the draft concept design for this space by 5pm on Thursday 13 June 2024. This feedback will be used to inform the detailed design of the space and to support City of Melbourne’s applications for Victorian and federal government funding to deliver the project.                       Action 3: Upgrade City Road East to be safer and easier to get around

                      City Road and Power Street intersection remediation works

                      City of Melbourne worked with the Department of Transport and Planning to improve safety at the intersection of City Road and Power Street.

                      Works on the $3.8 million upgrade started in late 2022 and were completed by early 2023.

                      Action 5: Connect the gardens

                      Works to construct a new pedestrian crossing on Alexandra Avenue were completed over 2019-2020. The new crossing is located mid-way between the St Kilda Road overpass and Linlithgow Avenue, and includes sections of new path way connecting it to the broader path network. The new pedestrian-operated signals will improve pedestrian safety and access in the area, making way for further improvements to the off road path network in the future.

                      Action 6: Expand the bicycle network within Southbank

                      This action is being progressed through multiple street upgrade projects within Southbank to create an expanded and improved bicycle network. 

                      Construction of new separated bike lanes on Kavanagh Street was delivered in 2020 and 2021.

                      As part of the Transforming Southbank Boulevard project, bike lanes were constructed along the full length of the road.

                      The missing link between Kavanagh Street and the shared path along Moray Street will be provided as part of the Boyd Park pedestrian operated signals project. As well as providing a new set of pedestrian signals and better tram stop access, the project will complete bike access between Moray Street and Kavanagh Street. Construction is anticipated to take place in 2022.

                      Planning and advocacy underway

                      Planning and advocacy work is currently underway for the future delivery of Actions 1 and 4. These actions will be progressed in the coming years, and as more detail regarding their delivery is defined, updates will be provided to the community.
