Once an agreement is in place between the City of Melbourne and the owner or occupier, parking officers will visit the area as part of their regular patrols or on request and will encourage compliance with parking rules and regulations.
Our parking enforcement officers can issue fines on private property if the property owner has an agreement with us. For example, the privately owned tenant or visitor car park of an apartment block may be controlled by us by arrangement with the property owner.
How to enter into a private parking or private enforcement agreement
- Pre-assessment: Contact us on 9658 9658 to discuss your parking needs and whether we can consider an agreement in the area. You won’t be eligible if the road or area:
- is a commercial multi-level or underground car park
- requires 24-hour enforcement services
- requires security access
- has poor visibility and/or poor radio reception
- is otherwise considered unsafe for parking officers to patrol.

Application: Your application will be assessed and if approved, you will be required to pay the agreement fee.

Initial site inspection: We will conduct an initial inspection of the site to ensure it complies with our eligibility criteria, including occupational health and safety.
- For private parking agreements you will be required to submit a parking plan based on the results of this inspection.
- For private enforcement agreements you will be required to submit a parking plan of the proposed area of enforcement.

Parking plan: We will assess your parking plan and advise you of the results. If approved, we'll let you know when you can commence any required site works.

Site works: When site works are completed, contact us to arrange a final site inspection.

Final site inspection: We will conduct a final inspection of the site, and once approved, we will send you the contract to be signed.

Signing of the contract: Once all relevant parties have signed the contracts, return them to the City of Melbourne. We will authorise and return a copy to you.

Activation: The area will be patrolled by parking officers as part of our regular patrol. If you require an officer to attend your site, call us on 9658 9658. Public roads are a priority, but an officer will attend as soon as possible.
