                    We work together with our suppliers to deliver a large variety of goods, services, facilities and infrastructure for the local community. For goods, services and works valued under $250,000 we invite suppliers to quote for work.

                    Quotation process 

                    1. City of Melbourne ​​​​invites suppliers to provide a quote for goods, services or works in COMBUY.
                    2. Supplier reviews the quotation terms and conditions and confirms they would like to provide a quotation.
                    3. Supplier fills in all the requested requirements.
                    4. Supplier submits their quote for the City of Melbourne to evaluate.
                    5. City of Melbourne notifies supplier of the outcome.
                    6. The successful supplier receives a purchase order and commences the contract.​​​​​​​​​​​​​​​​​​​​​​​​​​​​

                    Quote invitation

                    A City of Melbourne buyer invites suppliers to provide a quote for goods, services or works.

                    Note: Register in our procurement system, COMBUY.

                    ​Confirm participation

                    ​The supplier reviews the quotation terms and conditions and confirms they would like to participate.

                    Complete quotation

                    ​The supplier fills in all the necessary areas that have been specified.

                    Submit application

                    The supplier submits their quote for the City of Melbourne buyer to evaluate.

                    Note: Quotes must be submitted before the closing date as late submissions are not accepted.

                    Outcome notification

                    ​The City of Melbourne buyer notifies suppliers of the outcome: preferred supplier or unsuccessful.

                    ​Purchase order

                    ​The preferred supplier receives a Purchase Order and can now commence work as agreed.

                    We are improving the way we engage with suppliers to provide quotes for goods, service and works valued under $250,000 (exc GST) by moving away from manual processes and going digital with a system called COMBUY (powered by Zycus).

                    Where can I find information on how to use COMBUY?

                    Do I need to register for COMBUY?

                    As City of Melbourne’s official procurement system, all CoM suppliers must register on COMBUY to receive quote requests. This applies to quotes valued between $2,000 to $250,000. If you are part of a panel or you are approached to participate in a tender, you do not need to use COMBUY.​

                    How do I register for a COMBUY account?

                    • Go to the COMBUY portal
                    • Complete the registration details on the right-hand side of the screen.
                    • Ensure you register using your primary business email.
                    • Complete your profile including Company details, Address, Sustainable Procurement, Categorisation, Financial, Insurance and Compliance.
                    • Submit

                    What is the best web browser to use for COMBUY?

                    We recommend that you use a Google Chrome browser.

                    Do I have to answer all the questions in the Request for Quote document?

                    Yes, it is important to answer all questions to ensure that you meet the requirements. Failure to do so may result in a negative evaluation of your submission.​

                    Do I have to use the same login and password I used to download the documents?

                    Yes, if you do not use the same login and password you will not be able to respond to the request for quotation.​

                    Where do I go for help using COMBUY?

                    How do I register different business emails?

                    ​Please let your buyer know and they can arrange on your behalf. ​

                    What do I do if I forget my password?

                    ​Log in to the COMBUY portal using the one time password (OTP) using your registered email address.
