                    Council meetings

                    Council generally considers matters which cannot be delegated to the Future Melbourne Committee for decision.

                     These matters include, but are not limited to, decisions about:

                    • declaring a rate or charge
                    • borrowing money
                    • entering into contracts for an amount exceeding an amount previously determined by the Council
                    • incurring any expenditure exceeding an amount previously determined by the Council
                    • any prescribed power
                    • any proposals for which submissions have been received under s223 of the Local Government Act 1989
                    • governance matters, Councillor Code of Conduct and Operating Protocols, Councillor Expenses and Resources Guidelines, and electoral matters
                    • tender reports.

                    Meetings

                    Council generally meets on the last Tuesday of each month (except in January, during which no Council or Future Melbourne Committee meetings are scheduled).

                    In accordance with Part 4 of the City of Melbourne Act 2001, the Lord Mayor must chair all meetings of the Council at which he or she is present. If the Lord Mayor is absent from a meeting of the Council, the Deputy Lord Mayor must chair the meeting if he or she is present. If both the Lord Mayor and Deputy Lord Mayor are absent from a meeting of the Council, the Councillors who are present at the meeting must appoint one of their number to chair the meeting.

                    The quorum for the Council is a majority of its members.

                    Members of the public may make written submissions in relation to items on a Council agenda. However, no provision is made for members of the public to address Council meetings.

                    Governance Rules

                    ​In accordance with the Local Government Act 2020, Council is required to have Governance Rules to govern the conduct of Council meetings and meetings of any delegated committee the Council may establish.
