                    You don't need permission from the City of Melbourne to conduct a demonstration, rally or protest or other form of public assembly.

                    However, we'd like to hear about it so we can plan for impacts to parks, public places, streets and footpaths and notify affected businesses and services.

                    ​Before notifying City of Melbourne, we encourage you to contact Victoria Police for advice and to discuss potential police resourcing.

                    If your activity takes place in or passes through the following privately managed public spaces, we encourage you to notify them directly and discuss any requirements they may have.

                    City of Melbourne neither endorses nor disapproves of activities of a political, religious or other nature, therefore we do not issue permits for rallies, demonstrations, protests, vigils, processions or similar activities. ​​The City of Melbourne is unable to facilitate vehicle access to our parks, gardens, reserves and hard spaces or allow the use of infrastructure at such activities. If there is no impact from this activity to a permitted City of Melbourne activation, we will send an email notification to relevant stakeholders. ​

                    Report an issue

                    You can report unsafe or disruptive behaviour at a public assembly, demonstration or rally. This may include incidents of footpath obstruction, offensive language or aggressive behaviour.

                    If the matter is urgent or people are in danger, please call us immediately on 9658 9658.
