                    Amendment C403: North Melbourne Heritage Review

                    Amendment C403 (North Melbourne Heritage Permanent Controls) implements the recommendations of the North Melbourne Heritage Review March 2022 (Lovell Chen) on a permanent basis.

                    ​​​​​About the amendment

                    The City of Melbourne recently completed the North Melbourne Heritage Review, the first comprehensive review of heritage in this area since the 1980s. The independent review looked at all places within the study area, recommended heritage protection to change the heritage category of 119 properties and seek heritage protection for four new individual heritage places.

                    A thematic history was developed that incorporates North Melbourne’s historical themes and material gathered through consultation with Traditional Owners, along with a new statement of significance for the HO3 North & West Melbourne Heritage Precinct.

                    Interim heritage protection for 108 places is proposed through Amendment C402 to provide protection while permanent controls are progressed. The Minister for Planning has approved Amendment C402 (interims), Amendment C402 was gazetted on 6 October 2022.

                    Current status

                    The Minister for Planning appointed an independent Planning Panel to consider Amendment C403. The Panel Hearing was held on 26 April to 1 May 2023. The Panel delivered its report on 26 May 2023 and recommended adoption of Amendment C403 with some changes.

                    Council adopted Amendment C403 with changes on 26 September 2023. A request for approval is now being considered by the Minister for Planning.

                    Interim controls will apply until 31 May 2024 to provide heritage protection while the request for approval of permanent controls is being considered.
