                    Amendment C384: Inundation Overlays

                    Amendment C384 proposes to update the planning scheme flood mapping and ordinance for specific areas in our municipality based on new modelling, which was undertaken in partnership with Melbourne Water.

                    About the amendment

                    The City of Melbourne has partnered with Melbourne Water to update flood modelling for some catchments in our municipality. 

                    This new information on flood risk is the basis for our proposed Amendment C384 to the Melbourne Planning Scheme. Amendment C384 seeks to update the flood overlay maps and schedules to ensure new developments are designed with flood resilience in mind.

                    To assist applicants and decision makers with development proposals in the renewal areas of Fishermans Bend, Arden and Macaulay, a collaborative approach has been taken. City of Melbourne, alongside the City of Port Phillip and Melbourne Water, have created the 'Good design guide for buildings in flood affected areas'. The guide contains written and visual examples to help developers and stakeholders in designing new developments, ensuring that buildings are safe during flood events, accessible to all and positively contribute to their context through good urban design.

                    Current status

                    Amendment C384 was placed on exhibition (formal consultation) in October to November 2021. On 2 August 2022, the Future Melbourne Committee considered the submissions received and requested the appointment of an independent panel.

                    The Panel Hearing was held in October 2022 (17 October to 19 October and 24 October to 28 October).

                    The Planning Panel's report was issued to the City of Melbourne in late December 2022​.
