                    Amendment C215 Kensington Heritage Review

                    Planning Scheme Amendment C215 implements the findings of an independent heritage assessment of 570 buildings in Kensington.

                    ​About the amendment

                    The area covered is generally in the area bound by Eastwood Street, Macaulay Road, Stubb Street and Racecourse Road and was formerly within the City of Moonee Valley. This area is where the 1983 Flemington/Kensington Conservation Study (adopted by Council in 1985) identified heritage buildings but which at that time were not recommended for protection.

                    In addition to this area, a further 23 properties were assessed in the Percy Street area bounded by Market Street, Epsom Road and Percy Street, Kensington.

                    The independent review was undertaken by Graeme Butler and Associates and resulted in the creation of two documents: Kensington Heritage Review 2013 and The Review of Heritage Buildings in Kensington-Percy Street Area 2013. The two reviews of buildings in Kensington were undertaken to identify which buildings within the study area have heritage significance and should be protected under the Melbourne Planning Scheme.

                    Changes to the planning scheme proposed by Amendment C215

                    The amendment implements the recommendations of the two heritage reviews by changing the Melbourne Planning Scheme to:

                    • introduce new individual heritage places and heritage precincts
                    • remove one individual place from the heritage overlay
                    • modify existing heritage overlays (such as shifting properties from one precinct to another)
                    • change the existing building and streetscape gradings of existing heritage places.

                    Current status

                    The Panel report and recommendations were presented to the Future Melbourne Committee (Planning) on 11 November 2014.

                    The Committee resolved to recommend that Council adopt Amendment C215 and submit the amendment to the Minister for Planning for approval. On 25 November 2014, Council adopted Amendment C215 and formally requested the Minister approve and gazette the Amendment.

                    On 30 July 2015, Amendment C215 was approved by the Minister for Planning.

                    Public consultation

                    On 4 June 2013, Council resolved to request authorisation from the Minister for Planning to put Amendment C215 on public exhibition.

                    Public exhibition of Planning Scheme Amendment C215 was held from 31 October to 6 December 2013.

                    Agendas, meetings and reports

                    On 6 May 2014, the Future Melbourne Committee (Planning) resolved to request the Minister for Planning appoint an independent panel to consider the submissions to Melbourne Planning Scheme Amendment C215.

                    The Minister for Planning appointed a two person panel comprising Suzanne Barker (Chair) and Renate Howe. The panel hearing was held on Monday 28 July 2014.

                    The Panel reviewed the amendment and all submissions and have released the Panel Report.
