Amendment C405: Carlton Heritage Review and Punt Road Oval

Amendment C405 (Carlton Heritage Permanent Controls) implements the recommendations of the Carlton Heritage Review November 2021 (Lovell Chen), and includes the reinstatement of heritage protection to the Punt Road Oval.

About the amendment

The City of Melbourne recently completed the Carlton Heritage Review, the first comprehensive review of heritage in this area since the 1990s. The independent review looked at all places within the study area, and recommended permanent heritage protection for 24 new places in addition to 52 heritage category changes. Fix-ups to mapping, addresses and place descriptions are also proposed.

A thematic history was developed that incorporates Carlton s historical themes and material gathered through consultation with Traditional Owners, along with a new statement of significance for the HO1 Carlton Precinct, the oldest heritage precinct in the City of Melbourne.

Interim heritage protection has been applied to 51 properties within the Carlton Heritage Review study area and apply until 1 February 2024. This will ensure these places are protected while the Planning Scheme Amendment for permanent controls is progressed.

Heritage protection for Punt Road Oval

Although not located within Carlton, Amendment C405 also includes reinstating heritage protection for the Punt Road Oval (East Melbourne) on a permanent basis. The Punt Road Oval had heritage protection from the 1980s but this was previously deleted from the planning scheme inventory in error. Interim heritage controls for the site currently apply.

Current status

The Minister for Planning appointed an independent Planning Panel to consider Amendment C405. The Panel Hearing was held on Monday 3 October to Friday 7 October 2022. The Panel delivered its report in November 2022 and recommended adoption of Amendment C405 with some changes.

Council adopted Amendment C405 with changes on 30 May 2023. A request for approval is now being considered by the Minister for Planning.

Interim controls will apply until 1 February 2024 to provide heritage protection while the request for approval of permanent controls is being considered.
