Transforming Southbank Boulevard

We've delivered an ambitious project to create five new public spaces and neighbourhood parks along Southbank Boulevard for the people of Southbank, Melbourne's most densely populated suburb. The project also includes new trees and 1.1 km of new bike lanes.

About Southbank Boulevard

The Southbank Boulevard and Dodds Street Concept Plan, adopted by Council in 2017, outlines a new vision for Southbank that aims to:

  • create new public open space
  • prioritise pedestrians, public transport and cyclists 
  • deliver a new, accessible tram stop on Sturt Street 
  • deliver separated bike lanes along the boulevard
  • enhance the gateway into the Arts Precinct 
  • create a living link, connecting the Domain Parklands to the Yarra River 
  • build a new civic square for the precinct 
  • deliver a series of new neighbourhood parks and a play space for the community.

Located in the heart of Melbourne’s Arts Precinct, this project has transformed this once busy street into one of Australia’s most pedestrian-friendly places. It recognises the rich history and stories of the site and is based on extensive community and stakeholder engagement.

The City of Melbourne will create 2.5 hectares of new public space on South Bank Boulevard and Dodd Street connecting the Domain Parklands to the Yarra River. 

The modified roadway will cater to traffic and improve public transport facilities for trams and buses. And we've created 1.2 kilometres of new separated bike lanes. 

New public spaces will reshape Southbank for the community. With a strong focus on creating a quality living environment for people and improving biodiversity. We plan to start construction 2018. Please visit Participate Melbourne to find out more.

Completed works 

Play space 

A large-scale public artwork, the play space features equipment secured to large bluestone boulders and also includes bluestone walls and seating, Australian trees and soft-fall surfacing.  

Neighbourhood parks

The two neighbourhood parks, located on the boulevard running from Kavanagh Street to Moore Street, and Fawkner Street to City Road, feature lawn areas, seating, new trees, irrigation, lighting and new seating.  

Civic space

The new civic space includes lawn areas, bluestone paving, new trees and plants, power and communications to cater for events and broadcasts, as well as picnic tables, benches and barbeques.  

Arts gateway  

The construction of the arts gateway involved stone installation and landscaping in front of the Melbourne Recital Centre and Southbank Theatre, bluestone footpath works to the front of the Buxton Gallery and Melbourne Recital Centre, and installation of over 70 new trees, as well as new seating, furniture and lighting.

St Kilda Road to City Road  

The works within the road reserve included a realigned and rebuilt roadway (including asphalting and kerb and channel construction), traffic signal and other utility installation works, new public lighting, tram works, and underground works on services such as powerlines.  

Tram works

Tram works involved construction of a new central island platform and new tram infrastructure, reconstruction of tram tracks on a new alignment and new greening between the tram tracks.


Stage 6 delivery

The development and delivery of Stage 6 is being coordinated with adjacent developments to ensure that disruption to the surrounding precinct and suburb is minimised, and projects are delivered collaboratively to maximise the benefits to the community.  

We will keep the community up to date with this stage of the Southbank Boulevard Transformation and will provide more information once planning commences.
