City Plan 2010

City Plan 2010 was updated in 2005 to reflect emerging trends and recent developments in the City of Melbourne. The main influences of the review include:

  • Strong growth in population, employment and city visitors;
  • The availability of new forecasts that identify where future residential development will occur;
  • Recognition of the health and education sectors as major employers in the City;
  • Recent economic forecasts identifying a slowing domestic economy;
  • Compatibility with Melbourne 2030 and the Melbourne Transport Plan, released by the State Government since adoption of the original City Plan 2010;
  • Prospective transfer of Docklands to the City of Melbourne; and
  • New strategies approved by Council since 2001, including a new Municipal Strategic Statement, Zero Emissions by 2020, Total Water Mark, growing Green and Knowledge City.

As this was a minor review of City Plan and all the proposed amendments either have a factual basis (such as new Census data) or were attributable to existing strategic plans or policies endorsed by Council, community consultation was not undertaken.

It is expected that further community consultation will occur when Council develops its new long term 2020 Strategy in the coming years. City of Melbourne has a vision for moving towards 2010 as a thriving and sustainable city.

City Plan 2010 is Council’s primary planning strategy, setting out what we believe must happen during the next 10 years.

City Plan 2010 is an integral part of Council’s Integrated Planning Framework and directly informs:

  • The Council Plan - the corporate plan of Council;
  • Council’s Annual Plans and Budgets; and
  • Municipal Strategic Statement.

All of these documents are companions and contain the actions that Council will pursue to realise the vision of City Plan 2010.
