                    Amendment C186 Central City Heritage Review

                    Heritage buildings, places and precincts are a rich public legacy and a core part of the physical and cultural identity of our city. Planning Scheme Amendment C186 proposes to introduce heritage overlay controls to certain heritage-graded buildings in the central city area.

                    ​​​​About the amendment

                    In 2010-11, the City of Melbourne assessed 99 heritage-graded buildings in the central city (Hoddle Grid) area. The study reviewed the heritage ​significance of these buildings to see whether they warranted heritage protection in the Melbourne Planning Scheme.

                    Planning Scheme Amendment C186 was prepared to introduce heritage overlay controls over 98 places identified in the heritage review.

                    The amendment was split into two parts by the Minister for Planning on 25 July 2013.

                    Current status

                    Part 1 of the amendment to include 87 buildings has been approved by the Minister for Planning on 25 July 2013. The approved amendment documentation is available from Planning Scheme Amendments Online.

                    The Department of Transport and Planning is responsible for part 2 of Amendment C186. The remaining 10 buildings will be considered as part 2.

                    The remaining 10 buildings will be further assessed and considered as part 2 of Amendment C186. The buildings are :

                    • HO1002: Hoyts Mid-City Cinemas, 194-200 Bourke Street
                    • HO1006: London Assurance House, former, 468-470 Bourke Street
                    • HO1008: Atlas Assurance Co Ltd, later Guardian Royal Exchange Assurance building, 404-406 Collins Street
                    • HO1010: Royal Insurance Group Building, 430-442 Collins Street
                    • HO1011: National Mutual Life Centre, 435-455 Collins Street
                    • HO1023: English Scottish & Australian Banking Co., former, 453-457 Elizabeth Street
                    • HO1024: Commonwealth Banking Corporation of Australia branch bank former, 463-465 Elizabeth Street
                    • HO1068: Royal Automobile Club of Victoria (R.A.C.V.) Building, former, 111-129 Queen Street
                    • HO1089: James White's hay and corn store, 261 William Street.

                    Public consultation

                    Consultation on Planning Scheme Amendment C186 was held from 1 September to 14 October 2011.

                    During March and April 2012 an independent panel appointed by the Minister for Planning reviewed all submissions. The panel produced a report in July 2012 which can be viewed at Planning Scheme Amendments Online.
