Notes to the financials statements

The Melbourne City Council is a body corporate constituted pursuant to the Local Governement Act 1989 to provide for the peace, order and good government of its municipal district. The Finance Report has been drawn in accordance with that Act and related Regulations.

The purpose of the Council is to:

  • provide for the peace, order and good government of its municipal district;
  • to promote the social, economic and environmental viability and sustainability of the municipal district;
  • to ensure that resources are used efficiently and effectively and services are provided in accordance with the Best Value.

Principles to best meet the needs of the local community;

  • to improve the overall quality of life of people in the local community
  • to promote appropriate business and employment opportunities
  • to ensure that services and facilities provided by the Council are accessible and equitable
  • to ensure the equitable imposition of rates and charges
  • to ensure transparency and accountability in Council decision making.

This financial report is a general purpose financial report that consists of an Income Statement, Balance Sheet, Statement of Cash Flows, Statement of Changes in Equity and notes accompanying these financial statements. The general purpose financial report complies with Australian Accounting Standards, other authoritative pronouncements of the Australian Accounting Standards Board, Australian Accounting Interpretations, the Local Government Act 1989, and the Local Government (Finance and Reporting) Regulations 2004.

International financial reporting standards

Australian Accounting Standards include Australian equivalents to International Financial Reporting Standards (IFRS). This Financial Report complies with the Australian equivalents to IFRS (A-IFRS).
