In February 2010 the City of Melbourne endorsed the plan for the redevelopment of Swanston Street.
The $25.6 million plan includes:
- four major new public spaces – outside the City Square, Bourke Street Mall, the State Library and Franklin Street/RMIT;
- bike lanes;
- universally accessible tram stops; and
- flower beds, public art, lighting and street furniture.

Stage one – the State Library
The City of Melbourne has completed the statutory process to close Swanston Street outside the State Library between La Trobe and Little Lonsdale streets.
This means traffic in this section of the street will be restricted to just trams, bicycles and emergency services.
The closure is scheduled to occur in the first half of 2011, when construction will begin.
