The City of Melbourne has two resident priority parking permit schemes. One for Carlton, North and West Melbourne residents and one for all other areas.
The objective of these parking schemes is to provide a fairer and more efficient parking system for residents, business operators and visitors.
Eligibility
Residents who live in Areas 1A, 1B, 1C, 2, 3A, 3B, 8, 10, 16 within the City of Melbourne municipality are entitled to apply for up to two parking permits, one of which may be a transferable parking permit.
However, if you live in areas 7, 12, 14, 15A, 15B, 17, 18 and 19, you are only entitled to one residential parking permit or one transferable parking permit per property.
Residential Parking Permits are issued to properties that are not rated as commercial and have a certificate of occupancy dated before:
- 25 March 2010 (areas 3B, 7, 12, 15A, 16, 18)
- 25 October 2011 (area 8)
Note: Residents are considered ineligible if the property has been reconstructed to increase residential density or is purpose built student accommodation.

Cost
The permit fee $20 for each permit. This fee must be paid when submitting your permit application and before your permit can be issued.
Fee concessions
Holders of a Pensioner Concession Card, Veteran’s Affairs Pensioner Concession Card, Repatriation Health Card for either Totally and Permanently Incapacitated (TPI) or War Widow will have their permit fee(s) waived if a copy of the card is produced at the time of application, and it shows the same address as on the application. No other concession cards are eligible.
Permit options
Parking permit options include a combination of the following:
- Single vehicle registration parking permit – lists only one vehicle registration number on the permit and is non-transferable.
- Dual vehicle registration parking permit – lists two vehicle registration numbers on the one permit, but can only be used on one of the vehicles at a time. This permit can be transferred between the two vehicles. This permit is particularly suitable for residents who may have access to company vehicles. Any vehicle that does not have the permit displayed must abide by the standard street parking restrictions/hours within that area.
- Transferable parking permit – this type of permit is non vehicle registration specific and can be used on any vehicle.
Permit expiry
Your parking permit will expire 12 months from the issue date. This is called the ‘anniversary system’. The City of Melbourne is progressively moving all parking permits onto this system.
Interim parking permits
If you have just moved into a property within the City of Melbourne, you are entitled to one interim parking permit until you gather all your required documents. You must visit the Melbourne Town Hall customer service counter and provide your details, including one piece of evidence that shows you are now living at the address. Only one interim parking permit per registration, up to the allowable number of permits at the address, will be be issued. The interim parking permit will be valid for a period of 14 days from the date of issue.

Submitting your application
Your completed permit application can be submitted by:
- posting a copy of your permit application and payment to City of Melbourne, Permits and Approvals, PO Box 488, Melbourne VIC 3001
- emailing a scanned copy of your permit application to permits@melbourne.vic.gov.au
- faxing a copy of your permit application to (03) 9658 9912
- hand-delivering your completed permit application and payment to the customer service counter in the Melbourne Town Hall Administration building, 120 Swanston Street, Melbourne, between 7.30am and 5pm, Monday to Friday; in most cases, the parking permit can be issued on the spot.

Paying for your parking permit
Payment can be made by:
- credit card; complete the credit card section on your permit application form
- cheque or money order; make payable to 'City of Melbourne' and marked 'Not negotiable' and return with your application
- cash; this will only be accepted when you are hand-delivering your permit application to staff at the Melbourne Town Hall Administration building, 120 Swanston Street, Melbourne, between 7.30am and 5pm, Monday to Friday
- EFTPOS and credit card; facilities for these are available at Melbourne Town Hall.
