Resident priority parking FAQ for Carlton, Kensington, North and West Melbourne

What types of parking permits are available to me?

Parking permit options include a combination of the following:

  • Single vehicle registration parking permit
  • Dual vehicle registration parking permit
  • Visitor voucher parking permit

What is the difference between a ‘Single vehicle registration’ and ‘Dual vehicle registration’ parking permit?

A ‘Single vehicle registration’ parking permit lists only one vehicle registration number on the permit and is non transferable.

A ‘Dual vehicle registration’ parking permit lists two vehicle registration numbers on the one permit, but can only be used on one of the vehicles at a time. This permit is easily transferable between the two vehicles. The vehicle that does not have the permit displayed must abide by the standard street parking restrictions/hours within that area. This permit is suitable for residents who may have access to company vehicles. 

Can visitors park outside my home?

Yes, visitors can park outside your home using the visitor voucher permit option.

How do visitor vouchers work?

  • Voucher booklets cost $20 and contain 18 vouchers (4 daily vouchers, 2 weekend vouchers and 12 x 3 hour vouchers)
  • Vouchers do not have expiry dates and can be kept for when they are needed
    Daily vouchers are valid from midnight to midnight.
  • Weekend vouchers are valid from Friday noon through to Sunday midnight. If there is a public holiday on the Friday, then the voucher starts on the preceding Thursday noon. However, this does not extend to public holidays on Monday.
  • Three hour vouchers allow an additional 3 hours on top of the normal resident parking restrictions. For example if a vehicle displaying a 3 hour voucher is parked in a 2 hour area, the 3 hour voucher extends the legal parking time to 5 hours.
  • Voucher booklets are available for purchase every two months. As vouchers don’t have an expiry date, you may choose to purchase a new set when you need them.
    Vouchers may only be used once and will be rendered invalid if altered.
  • Vouchers must be marked with permanent marker. Vouchers marked in pencil are invalid and the vehicle may receive an infringement notice.
  • Payment for new voucher booklets may be made by cheque, money order or in person at the Melbourne Town Hall Administration building. Voucher booklets will not be issued on the spot. Residents will receive their voucher booklet in the mail. Once issued, there will be no refunds.

What are the permit type combinations available to me?

 

Permit options plus Visitor permit options

One of these:

  • One (1) single vehicle registration permit ($20/80)*
  • Two (2) single vehicle registration permits (Total $100)
  • One (1) single vehicle registration permit PLUS one (1) dual vehicle registration permit (Total $100)
  • One (1) dual vehicle registration permit ($20/80)*
  • Two (2) dual vehicle registration permits (Total $100)

*If a permit has already been issued to your residency the permit fee will be $80 as it is the second permit.  

  • One (1) booklet of 18 visitor vouchers ($20). A new set of vouchers can be purchased once every 2 months if needed.

Why is the parking permit fee $80 for my second permit?

One of the objectives of this parking scheme is to ease demand on parking, making it easier for residents with permits to find a parking space.

Evidence suggests that the increased fee is an incentive for residents

  • to use public transport, cycling and walking for travel around Melbourne
  • to make better use of any available off-street parking
  • to reconsider the need to purchase second permits unless absolutely necessary.

Fewer permits issued mean more available parking space for residents.

How many permits am I eligible for?

Under this scheme properties:

  • Without off-street parking are eligible for a maximum of two parking permits
  • With one off-street parking space are eligible for one parking permit only
  • With two off-street parking spaces are not eligible for any parking permits

What is off-street parking?

Properties that have garages, driveways or car ports etc are considered as having off-street parking, regardless of their use.

My house was issued a certificate of occupancy after 1 July 2008 (Areas 5 and 6) can I still get a parking permit?

No. You will not have access to a parking permit under the scheme if your property was issued a certificate of occupancy after 1 July 2008 (Areas 5 and 6), or has been reconstructed, increasing residential density.

My house was issued a certificate of occupancy after 1 July 2005 (Areas 4A/B/C/D and 9A/B/C) can I still get a parking permit?

No. You will not have access to a parking permit under the scheme if your property was issued a certificate of occupancy after 1 July 2005 (Areas 4A, 4B, 4C, 4D, 9A, 9B, 9C), or has been reconstructed, increasing residential density.

I am a resident of a new student housing facility. Do I have access to a street parking permit?

No. Residents of purpose built student accommodation are not eligible for parking permits under this scheme. For more information on property rating, contact Rates and Valuations on (03) 9658 9658.

I own a property within Carlton, North and West Melbourne area, but reside outside the municipality. Can I still apply for a parking permit?

No. Property owners who do not reside at the property are not eligible to participate in the scheme.

I regularly receive in-home care from a carer. Can they get a parking permit?

Under the scheme a resident must meet strict eligibility criteria before a permit may be issued for use by a carer. This may include a letter from your treating medical practitioner and a tax invoice from the carer’s employer. I have a nanny. Can he/she get a parking permit?

Under the scheme a resident must meet strict eligibility criteria before a permit may be issued for use by a nanny. This may include a payslip or letter from their employer showing proof of employment as a nanny at the nominated property. Why am I required to supply supporting evidence with my permit application?

The number of drivers wishing to park locally is greater than the number of available parking spaces. It is important that residents have first priority to parking spaces close to home. The scheme's proof of residency requirements ensures that permits are issued only to those who live in the area.

I rent/own my house. What proof of residency do I need to supply with my permit application?

A copy of a current utility bill (or similar) in the applicants name indicating the service address.

I have just recently moved into my property and have not yet received a utility bill. What other proof of residency documentation can I supply with my permit application?

If you are unable to supply a utility bill as proof of residency we will also accept one of the following documents:

  • Welcome letter from your utility company (for new residents only)
  • A copy of a current lease/tenancy agreement
  • A copy of a current rent receipt
  • Letter of tenancy from your landlord

I own my vehicle. What proof of vehicle ownership do I need to supply with my permit application?

A copy of your current vehicle registration certificate showing applicants name and vehicle registration number for which the permit is to be issued. Each time you change vehicle(s) you must include a copy of the vehicle registration certificate with your change request.

My vehicle is on loan. What proof of vehicle ownership do I need to supply with my permit application?

A Statutory Declaration from the vehicle owner certifying vehicle has been provided on a temporary basis to you. Plus a copy of the current vehicle registration certificate, showing the vehicle owner as the person who completed the Statutory Declaration.

My vehicle is a company owned vehicle. What proof of vehicle ownership do I need to supply with my permit application?

An original letter on company letterhead signed by a company director/fleet manager confirming vehicle has been allocated to you for use.

I use a company vehicle but it changes frequently so cannot nominate a vehicle registration number. Is there another permit option available for me?

Yes. If you use a company vehicle that changes frequently you may be eligible for a “Fleet” permit. You must meet strict eligibility criteria before this permit can be issued. Please contact the Permits and Approvals team on (03) 9658 9658 for further information.

I recently bought my vehicle and do not have a copy of the vehicle registration certificate. What other proof of vehicle ownership can I supply with my permit application?

If you are unable to supply a copy of the vehicle’s current registration certificate we will also accept one of the following documents showing applicants name and vehicle registration number for which the permit is to be issued:

  • A copy of the vehicles Bill of Sale
  • A copy of the vehicles Transfer of Registration

My vehicle registration certificate is not in my name. Will I still be able to apply for a parking permit?

Yes, however you must provide a Statutory Declaration from the registered owner confirming you have personal use of the vehicle while you reside at the nominated address. As this is a legal document, you must include the original Statutory Declaration with your permit application and keep a copy for your records.

You must also submit a copy of the vehicle’s registration certificate showing the vehicle owner as the person who completed the Statutory Declaration.

You will be required to provide a Statutory Declaration and a copy of the vehicle’s registration certificate each time the registered owner replaces the vehicle and continues to offer the replacement for your personal use.

When submitting a utility bill as supporting evidence, how current should my bill be?

Your utility bill must be the most recent or no more than three months old.

What utility bill can I use as supporting evidence?

We will accept the following utility bills as supporting evidence: a current electricity account, gas account, land line telephone account or water account.

Bills for insurance, RACV membership, bank statements, broadband, and mobile phone accounts are not accepted as supporting evidence. All utility bills must be in the applicant’s name and list the service address.

The utility bills and vehicle registration are all in my partner’s name, can I still submit the application form in my name?

No. You will need to get these transferred into your name or your partner will need to apply for the parking permit.

Do I need to submit the required documentation or can these documents be sighted instead?

If you have concerns about providing copies of the required documentation, you may apply for the permit in person at Melbourne Town Hall Administration building, 120 Swanston Street, Melbourne, CBD, where the required documentation can be sighted by officers.
