City of Melbourne only issues people with disabilities parking permits to people who live within the City of Melbourne. If you do not live within our municipality please contact your local Council.
These permits are issued within the guidelines set by the State Government. The purpose of the scheme is to provide equal access to facilities and services throughout the State.
Permits issued under this scheme are also recognised in other States under reciprocal arrangements.
Eligibility
For a person to be eligible for this parking permit, they must be examined by a Medical Practitioner. The age of the person applying for the permit is not a factor, just the level of disability.
Organisations that are based within the City of Melbourne and that transport people with disabilities may also obtain a parking permit for people with disabilities.
For an Organisation to be eligible for this parking permit they must be recognised by City of Melbourne as providing a transport service for people with significant ambulatory or intellectual disabilities.
An Organisation providing transport for people with disabilities on an occasional basis (that is, for a day or weekend trip) will be eligible for a trip specific permit.
An Organisation may hold more than one permit but must justify on their application form the number of permits required or any increase in the number of permits required.

Holders of the state-wide parking permit for people with disabilities who come into the city for work, study, or to attend doctors/specialists appointments can obtain additional time extensions for parking within the municipality through the issue of a city access parking permit for people with disabilties.

Cost
The parking permit for people with disabilties is free of charge.
Where you can park
Category one permit holders are entitled to park a vehicle in a bay reserved for disabled motorists only, for the specificed time only, or may park a vehicle in any ordinary area or bay for twice the specified time (upon payment of the initial parking fee, if applicable).
Category two permit holders may park a vehicle in any ordinary area or bay for twice the specified time (upon payment of the initial parking fee, if applicable).
Rules and regulations
A disabled parking permit must be displayed on the left side of the front windscreen, so that the permit number and expiry date can be seen from outside of the vehicle.
The driver must provide his or her name and address and produce their driver’s licence and the permit when requested to do so by the police or an authorised officer.

Submitting your application
Your completed permit application can be submitted by:
- posting a copy of your permit application and payment to City of Melbourne, Permits and Approvals, PO Box 488, Melbourne VIC 3001.
- emailing a scanned copy of your permit application to permits@melbourne.vic.gov.au.
- faxing a copy of your permit application to 03 9658 9912.
- hand delivering your permit application and payment to Melbourne Town Hall Administration building, 120 Swanston Street, Melbourne, between 7.30am and 5pm, Monday to Friday.
