Concession and assistance packages

Pension concession application

In order to be eligible for a pension concession, a ratepayer must live at the property and hold a valid concession card. Unemployment benefits and health care cards do not qualify for the concession. 

Eligible cards:

  • Pensioner concession card
  • Repatriation Health Card – War widow and TPI only

Ineligible cards:

  • Repatriation Health Cards except for War widow and TPI
  • Seniors card
  • Commonwealth Seniors card
  • Centrelink Health Care card

For 2010-11 eligible pensioners receive a Victorian Government rebate of $193.40 plus a City of Melbourne rebate of $96.70.

To apply for a concession, go to the Department of Human Services, complete the Municipal Rates Concession - Application Form and return to the City of Melbourne with a copy of your pension card.

Under the privacy laws, a photocopy of the concession card is no longer required if applying in person. The City of Melbourne requires that the card is witnessed by the employee receiving the application over the counter. When the card is confirmed to be eligible, the application form must be signed by the staff member at the bottom of the form under 'Rating Authority Use only'.
