Planning for growth
The new Municipal Strategic Statement identifies the areas of the city that will grow and develop, and those that will stay the same.
There are three broadly defined areas:
Urban renewal areas (shown in red on the map below) are where the city’s substantial growth and development will occur. These are areas where whole precincts need rejuvenation, where land is underutilised or vacant. Comprehensive and detailed plans for their development will be prepared and will be subject to their own, more local, public consultation process.
Ongoing change areas (shown in orange on the map below) will see incremental changes to buildings and land use on a site by site basis. Here the degree of growth and development will continue much as it has up until now.
Stable areas (shown in yellow on the map below) are generally the established residential areas of the city, often with heritage value. These mature areas will remain relatively stable into the future.

A well connected and accessible city
The Municipal Strategic Statement will ensure future city development is designed to be compact and walkable with easy access to good public transport and a safe, comprehensive bicycle network.

New buildings to complement public places and spaces
The development of new buildings will be coordinated with well-designed public spaces, such as waterfronts, parks, plazas, streets and lanes. The result will be safer and more enjoyable public places for everyone.

Creating an ‘eco-city’
The Municipal Strategic Statement aims to develop the municipality as an ‘eco-city’. This means a city that is energy, water and waste efficient, reduces its greenhouse gas emissions and is actively adapting to the potential impacts of climate change.

Land use choices
The new Municipal Strategic Statement supports the development and management of a diverse and complementary mix of land uses to strengthen the city’s economic prosperity, foster cultural vitality and enhance liveability.
