The City of Melbourne continues to grow rapidly. It is a key centre of Victoria’s productivity and innovation. Just 15 years ago 200,000 people worked in the municipality; by 2030 we expect this to grow to 550,000.
Over the last 10 years our residential population has doubled to almost 100,000 as more people have made the city their home, attracted to its services, convenience, lifestyle and work opportunities. This is projected to grow to 200,000 by 2030. By then more than one million workers, students, residents and visitors will be in the city on a daily basis.
The Council’s Municipal Strategic Statement, which is based on the Future Melbourne community plan, shows how this growth will be accomodated through the urban renewal of large sites and whole precincts in the municipality. These will incorporate the best transport, community services and urban infrastructure and build on Melbourne’s historic and cultural identity.

Planning Scheme Amendment C187
Following authorisation from the Minister for Planning to prepare and exhibit Planning Scheme Amendment C187, the amendment will be placed on public exhibition from Thursday 29 March to Friday 11 May. Draft Transport Strategy
On 8 May, the Council's Future Melbourne Committee unanimously endorsed the City of Melbourne's Transport Strategy 2012. The final document incorporated changes recommended through a last round of public consultation in March and April.

Planning scheme amendments C190 Arden-Macaulay and C196 City North
At its 28 February meeting the Council resolved to request authorisation from the Minister for Planning to put Amendment C190 (PDF, 2.9MB) and Amendment C196 (PDF, 1.2MB) for zoning and built form implementation of the City North and Arden Macaulay structure plans on public exhibition.
Once authorisation is received from the minister, amendments C190 and C196 will be exhibited and the public will be invited to make submissions. All submissions will be considered first by the Council and then by an independent planning panel appointed to evaluate the amendment and to hear from the submitters.

Draft Open Space Contributions Framework consultation
On 14 February, the Council’s Future Melbourne Committee endorsed a consultation on a draft Open Space Contributions Framework recommending a percentage rate for public open space contributions. The framework is based on Council’s draft Open Space Strategy.
Key stakeholders will be invited to briefings. Following the Council’s adoption of the Open Space Strategy, the framework will be implemented through a planning scheme amendment which will be also be subject to public consultation.

City North and Arden Macaulay structure plans
On 7 February the City of Melbourne's Future Melbourne Committee adopted the City North Structure Plan and the Arden-Macaulay Structure Plan.
Southbank planning scheme amendment C171
The Independent panel’s hearings concluded on 14 March. The Panels report on its recomendations is expected to be competed in early to mid May 2012.
Central City Heritage Review planning scheme amendment C186
The independent planning panel appointed by the Minister for Planning to consider Amendment C186 is Jenny Moles (Chair) and Ray Tonkin. The panel hearing dates are 26, 27, 28, 29 and 30 March and 2, 16, 17 and 20 April 2012. The panel is expected to issue its report in May 2012.
Municipal strategic statement amendment C162
The panel appointed by the Minister for Planning to consider Planning Scheme Amendment C162 has released its report. A report on the panel's recommendation will be presented to the Future Melbourne Committee towards the middle of 2012.
