Southbank Plan
The Southbank Plan was approved by the Victorian Government and the City of Melbourne in 2007. It is a long term vision to help create a vibrant and well-connected inner-city precinct over a 15 year period.
The plan sets out a range of ideas and options about how the vision could be achieved and suggests seven projects:
- The Sturt Street Cultural Spine
- Southbank Boulevard Open Space Link (Linear Park)
- City Link Interchange Precinct
- Kavanagh/Moray Street Local Link
- Westgate Freeway Undercroft Conversion and Docklands – South Melbourne Links
- Whiteman Street Local Centre and Park
- Activating Life in the Public Enviroment

Southbank Boulevard Linear Park
Residents and stakeholders were consulted on proposals to improve the provision of public open space in the Southbank area in 2005. Their feedback will be taken into consideration when finalising the Southbank Boulevard Linear Park strategy.
As most respondants were in favour of the proposal, the project will proceed to the design stage. The report on the consulations, including concerns and recommended changes, can be downloaded below.
